I think that you're taking the word “surprise” way too literally. It's more of a surprise because Zipper was thought to only be working on MAG currently. Also, the long-awaited DLC for Socom Confrontation just hit recently, so a lot of people probably didn't expect a full, Zipper-made Socom title to be announced this soon.
